Pattaya Revises Rules, Hours, and Zones for Street Performers

Pattaya City has revised the zones, hours, and rules for street performances/buskers in public areas, wanting to keep the activity orderly and lawful while giving performers a clearer path to earn income.

At a recent meeting, city officials exercised their authority to review designated performance sites, schedules, and the use of equipment or other items. The goal is to ensure performances remain appropriate, orderly, and consistent with relevant laws and regulations, while still allowing skilled performers to use public space for activities and income.

Under the revised arrangements, performances are permitted every day along the full length of Pattaya Beach and Jomtien Beach from 6:00 p.m. to 1:00 a.m., with exceptions for children and youth.

Public parks under the city’s responsibility previously covered five locations:

1. Chalerm Phrakiat Khao Tappaya Park (Health Park)

2. Katinglai Beach Public Park

3. Pattaya City Public Park, 35 rai (Soi Chaiyapruek 2)

4. Soi Chaiyapruek 4 Public Park

5. Khlong Yang Public Park (Na Kluea)

The meeting agreed to add a sixth site at the Pattaya City Youth Sports Center.

On Walking Street, four locations had already been designated: the entrance to Soi 14, the entrance to Soi 15, the area in front of New Star Bar, and the entrance to Soi BJ. Officials added a fifth point in front of the Siam Bayshore Hotel. Performances there are allowed from 7:00 p.m. to 1:00 a.m.

The meeting also considered a further proposed site at the fresh seafood market in Lan Pho, Na Kluea. Performances there would be allowed every day, Monday through Sunday, from 4:00 p.m. to 10:00 p.m. Each approval would initially cover seven days and remain subject to review by officials. Preference would be given to skilled performers who do not use electrical equipment, so the activity fits the character of the area.

City officials said the changes are intended to keep public spaces orderly while giving talented people a proper opportunity to perform, earn income, develop their skills, and build toward a future occupation.

The Pattaya News notes that private areas like markets are a different matter and that busking is only for Thai nationals or foreigners with a work permit and legal permission, if applicable.
