Hua Hin waterfront demolition and clearance work begins

ที่มา: Hua Hin Today

Excavators began breaking up concrete and clearing previously demolished plots along Hua Hin’s waterfront on Friday morning, 30 October, as the municipality moved ahead with an operation to remove buildings encroaching on the beach.

Work started at around 10am along Naresdamri Road, with machinery clearing sites towards the Chao Mae Thap Thim Shrine. Demolition work later began on a section of road near Chao Lay Seafood restaurant.

Hua Hin Mayor Nopporn Wutthikul and Deputy Mayor Sanphop Ungrasmi visited the area with municipal officials, including staff from the Legal Affairs Division, police and representatives of relevant agencies.

Several structures appeared to have been vacated, while some occupants were still moving belongings out during today’s visit.

The work follows Thursday’s announcement that the municipality would begin clearing the waterfront as part of plans to demolish 15 buildings between the Fishing Pier and the Chao Mae Thap Thim Shrine.

Hua Hin waterfront demolition notices

Notices setting out procedures before demolition were posted outside buildings on Friday. One notice inspected by Hua Hin Today stated that officials would enter the specified property to demolish it on 27 November 2026.

The notice, signed by Mr Nopporn, referred to an earlier demolition order dated 26 May 2019, issued under the Building Control Act, and said the owner or occupier had failed to comply.

It warned that officials would cut locks or take other measures appropriate to the circumstances if access was obstructed, allowing demolition to proceed until completed. The 27 November date applied to the property identified in that notice.

Officials were also coordinating with the electricity and water authorities to disconnect supplies to the targeted buildings immediately. The municipality previously said disconnections were necessary to protect officials entering the properties.

Representatives attending Friday’s operation included the Hua Hin branch of the Prachuap Khiri Khan Public Prosecutor’s Office for Rights Protection, Legal Aid and Enforcement; Hua Hin Police; the Prachuap Khiri Khan Land Office; and the provincial Internal Security Operations Command.

Other agencies represented were National Telecom Public Company Limited, the Provincial Electricity Authority’s Hua Hin branch, the Hua Hin branch of the Prachuap Khiri Khan Legal Execution Office and the Prachuap Khiri Khan Marine Office.

The municipality is also gathering information to pursue criminal proceedings against 26 alleged encroachers. Fifteen cases fall under its responsibility and 11 under the Marine Department.

“From Monday, 2 November, our legal team will begin filing complaints with the police to pursue criminal proceedings against those who have defied the orders,” Mr Nopporn said on Thursday.

He urged residents not to obstruct officials. The municipality said any obstruction or violence would be recorded, with warnings issued before evidence was submitted to seek further legal action.

The operation follows a Supreme Administrative Court ruling upholding the municipality’s orders prohibiting use of the buildings and requiring their demolition.

Mr Nopporn said on Thursday that machinery would also be used to improve sites where demolition had been completed so the land could be returned to public use.
